Teaching and Digital Transformation in the Public Sector: Digital Skills and Training Practices in the Context of IBAMA
Abstract
Contemporary technological transformations have reshaped training practices in the public sector, demanding new teaching competences related to the critical, creative, and ethical use of digital technologies. In the context of the Brazilian Institute for the Environment and Renewable Natural Resources (Ibama), a federal environmental agency, continuing education aimed at developing public servants has emerged as a strategic pathway to address socio-environmental and technical challenges, especially those associated with climate change and the need for innovation in public management. This article analyzes digital teaching competences within Ibama, articulating the theoretical framework of DigCompEdu and authors who discuss teaching professionalism with the formative experience developed in the training course Active Methodologies for Educational Actions at Ibama. The results show that integrating active learning methodologies, emerging technologies, and collaborative learning practices fosters the development of essential digital teaching competences for pedagogical and institutional transformation. It is concluded that strengthening digital teaching competences in the public sector contributes to educational innovation, institutional capacity-building, and sustainable development.
